Project Scope:
   Rubber removal for Runway 17/35 and replacement of Assault Strip Runway 13/31 at Rosecrans Memorial Aiport, in a total amount of approximately $5,090,000. Military Construction Cooperative Agreement (MCCA) for rubber removal to Runway 17/35 and replacement of Assault Strip Runway 13/31 at Rosecrans Memorial Aiport, in a total amount of approximately $5,090,000.

Update:
   Runway 13/31 Construction: Finish grading and seeding/mulching remain for construction to be completed. This work is anticipated to be completed by the middle of September 2016. Once this is completed final payment to the contractor can be processed and Jviation will be working on the construction closeout documentation including Record Drawings and Closeout Report. Overrun on seeding, mulching and associated items increased contract amount by $12,435.15. Ideker plans to come back on site week of September 26th to complete grading and to seed/mulch. End of September/early October – Ideker completed finish grading and seeding/mulching (work included additional work as outlined in Change Order No. 2) October 19th – sent Change Order No. 3 to Ideker, Inc. and Ideker returned (4) signed copies to City of St. Joseph Payment will be paid week of November 14, 2016 to Ideker for the completion of change order #3 for emergency repairs to Runway 17/35. This project is a 100% MoDOT grant. Retainage is being held on the Reconstruction of Runway 13/31 project until city is satisfied with the seeding portion of the contract. Upcoming: Pay Estimate #7 sent to Ideker that will pay for all work to date with the exception of the Runway 17/35 emergency repairs, and will still hold twice the value of the seeding as retainage. End of September/early October – Ideker completed finish grading and seeding/mulching (work included additional work as outlined in Change Order No. 2) October 19th – sent Change Order No. 3 to Ideker, Inc. and Ideker returned (4) signed copies to City of St. Joseph December 1st - Sent Ideker, Inc. Pay Request No. 7 for all work to date with the exception of holding twice the value of the seeding as retainage ($67,500) In progress - Jviation drafting request for Amendment for Construction Phase Services overages due to additional 12 days on site for Change Order work. City Council approved MHTC Airport Aid Agreement for emergency repairs to Runway 17/35 for 100% reimbursement of $116,560.00. Amount has been received from MoDot. Once work is substantially complete, MoDOT Aviation allows the release of the retainage based on the work that remains. The only outstanding items are Seeding and Mulching due to the time of year the project was seeded. Partial retainage is being held in the amount of $67,500 for seeding and Mulching, and most of this retainage will be held until after May 1, 2017 when grass growth will be evaluated.
